7. Why is the OCIO map different than the Connect Iowa maps?

Answer: 
  • House File 655 organizes Broadband (25/3) availability by census block. Census block geometry is different than the maps published by Connect Iowa, which show service areas reported by industry.
  • Additionally, under House File 655, if a single residence, school, business, or farm in a census block was served as of July 1, 2015, that census block is not a TSA. There are circumstances where a communication service provider offered or facilitated service to one home, school, business, or farm in one portion of a census block, while the rest of the census block remained unserved. Under House File 655, those census blocks are, nevertheless, not TSAs. See the Answer to Question 6 for further guidance.
