Scope. 

The State of Iowa Department of Management, Office of the Chief Information Officer (OCIO) is accountable for ensuring the minimum requirements of this enterprise Standard are met for all Participating Agencies.  

State employees of Participating Agencies or contractors that perform work on behalf of Participating Agencies  on state-owned electronic devices are responsible for meeting the minimum requirements, including the creation  and implementation of agency-specific processes and procedures to comply with this Standard. The purpose of  this Standard is to provide Participating Agencies with expectations for software usage restrictions.  

Minimum Requirements.

State employees of Participating Agencies or contractors that perform work on behalf of Participating Agencies are prohibited from: 

● Using the social media platform at TikTok on all state-owned government electronic devices, including  business on behalf of the State of Iowa; 

● Using the social media platform at TikTok to conduct business on behalf of the State of Iowa on personal  electronic devices; and  

● Utilizing a state email address to register a TikTok account.  

Waiver.  

A waiver to this policy may be granted consistent with OCIO rule, Iowa Administrative Code 129-8.6(8B).  Notwithstanding any applicable waivers that OCIO may have granted in the past pursuant to Iowa Admin. Code r.  129-8.6, any such waivers inconsistent with this standard are revoked as of the effective date of this Software Usage Restriction.
