Water Excise Tax

The Iowa Department of Revenue's Water Service Excise Tax (“WET”) project began as a result of 2018 legislation which established a water service excise tax. Water was previously subject to sales tax. The Governor signed the legislation in January and the new tax had to be in place July 1, 2018. The work was completed by the mainframe programmers from Iowa’s Office of the Chief Information Officer (OCIO) and included a partnership with their outside vendor to update the Efile & Pay application.

Digital Experience Award for Google My Business Project

Citizens expect to be able to search with Google and find the correct phone number and address for state government offices in their area. Sometimes the information reported by Google was incorrect.  Staff in State departments were not familiar with how to claim and manage their office profile in Google My Business.  Citizens were frustrated calling incorrect phone numbers and having to hunt for the correct local office of a State agency.

eManure Management Plans

Animal Feeding Operations (AFO) and Concentrated Animal Feeding Operations (CAFO) are required to submit an annual manure management plan (MMP).  Annually, 7,000 MMPs were submitted on paper, delivered to each county where manure was applied, then submitted to the Department of Natural Resources (DNR) for review and approval.  What worked well in 2006 for 2,200 farmers and 6 DNR staff was totally inadequate to address the increasing number of plan submittals and public requests for better access to data.

Maternal Health System Consolidation

Mothers and families receiving prenatal, postpartum care, dental care, depression screening, and other services from the Department of Public Health could experience service delays when they moved or transferred between local service providers.  Service providers were unable to see a consolidated view of services provided to a family through the Child Health, Family Planning, First 5, and Maternal Health programs.
